Top Course NIGHT Paving Scheduled for May 3-5, 2018 from 9:00PM to 5:00AM

ANTICIPATED PROJECT COMPLETION DATE: JUNE 2018

MAIN ST. / DOWNTOWN REVITALIZATION PROJECT STATUS (UPDATED 4/24/2018)
The contractor is in the process of finishing the remaining work not limited to sidewalks, signage, signals, decorative features, top course paving and pavement markings.  Top Course NIGHT Paving is currently Scheduled for May 3-5, 2018 from 9:00PM to 5:00AM.
NEW SIGNALS: The new traffic signals are operational.  Unfortunately the new Pleasant Street intersection was not opened until late in the season and snow fell before pavement marking could be installed.  We apologize for any inconvenience or confusion learning the new configuration of the Main St and Pleasant Street intersection.  Please refer to the plan below to familiarize yourself where the new stop lines and turn lanes locations should be.

STREET LIGHTING: 95% Completed.
OVERHEAD UTILITY WORK BY OTHERS: Completed with the exception of minor street light work and connections for the Santander Bank sign relocation.
WATER UTILITY WORK: Completed with the exception of one hydrant to be adjusted on Main Street.
SEWER UTILITY WORK: Completed.
UNDERGROUND UTILITY WORK BY OTHERS: Base course is down.  Moratorium is in place.  No excavation allowed without emergency, special permit and full mortuum fees (base moratorium fee is $5,000.00 + permit fees + full road restoration, etc.)
ACCESS TO ALL BUSINESSES SHALL BE MAINTAINED AT ALL TIMES SO THEY CAN REMAIN OPEN.  During construction daily road closures will be in effect for various segments of the road where crews are working.  Customers, residents and other users should plan alternate routes around the construction zone whenever possible.  The road closure area will continue to shift within the project work limits as construction progresses.

Introduction

The purpose of this web page is to provide information and status updates on the Town of Spencer's Main Street corridor downtown improvement project.  A brief project description and status update for the project followed by links to relevant design plans, reports, public hearings/meetings and other documents related to the Main Street project are all provided below.

Project Description

The Main Street project will reconstruct and revitalize downtown Spencer and will include roadway resurfacing; traffic and signal coordination improvements; improved geometry for truck turning; improved traffic flow; bicycle accommodations; pedestrian sidewalk reconstruction inclusive of all necessary handicap accessibility upgrades, ramps and crosswalks; streetscape enhancements; and utility systems infrastructure (water and sewer) upgrades.  The total estimated construction cost for this project is $3.6 million dollars, to be paid by State/Federal Transportation funds.  The Town of Spencer is responsible for funding and administering the design of the project as well as all necessary right-of-way acquisitions.

The Spencer Utilities and Facilities is available to attempt to answer any questions or concerns regarding the scope and intent of the project or how any abutting property may be affected by the reconstruction improvements.  Any questions we cannot answer we will contact MassDOT or Baltazar Contractors, Inc. as may be necessary to resolve any outstanding matters or concerns.
