Conservation Commission

Our Mission

The Conservation Commission administers the Massachusetts Wetlands Protection Act (MG.L. Chapter 131, Section 40), The Rivers Protection Act, and related regulations as well as the Town of Spencer Wetland Bylaws, Regulations, and Policies. The purpose of these regulations, policies, and bylaws is to protect the wetlands, related water resources, and adjoining land areas (buffer zones) in Spencer.  This is done by monitoring and reviewing activities jurisdictional to the Spencer Conservation Commission through the permit application process.  The Conservation Commission reviews projects that will likely have a significant or cumulative effect upon resource area values.

The Spencer Conservation Commission has the responsibility to protect and enhance natural and recreational resources within the town. It works with other departments in developing the Town's Open Space & Recreation Plan. The Commission monitors gravel mining, forest cutting, and in some instances stormwater control. It gathers and spreads accurate information on the Town's wetlands, soils, habitats, and wildlife and answers questions about conservation and environmental issues.
