Spencer Stormwater Management Program (SWMP)

The Town of Specner has developed a comprehensive Stormwater Management Program, a required component to the MS4 permit to discharge stormwater.
The Program contains several Minimum Control Measrures (MCM)
- Public Eduaction
- This educational campaign is designed to inform the public about the sources of polution and the consiquences of continued polution. The ultimate goal is to inspire resdients to protect the envirnment by reducing their conribution of pollutants into the storwater system
- Public Involvement
- Opertunities for the public to participate in the Stormwater Managmenet Plan (SWMP).
- Illicit Discharge Detection and Elimination (IDDE)
- A program to find and eliminate illicit discharges into the Municipal Stromwater System.
- Construction Site Stromwater Runoff Control
- Controled by the Planning Board and/or Conservation Commission and governed by existing Stormwater Regulations requires new and reconstruction projects to control all stormwater from the site.
- Post Construction Stormwater Management in New Development and Redevelopment
- Controlled by Planning and Conservation and goverend by existing Stormwater Regulations this covers requirments on post construction practices.
- Good Housekeeping and Pollution Prevention for Permittee Owned Operations.
- The largest component to the SWMP, this section covers existing Standard Operating Procedures of the Town to prevent pollution.
